
The Health Care Funding Directorate, better known as the Entitlement Unit, within the Office of the Deputy Prime Minister and Ministry for Health, has been awarded the Quality Award during the Public Service Awards held at Verdala Palace under the patronage of Her Excellency the President of Malta, Myriam Spiteri Debono, on 20 June 2026, recognising excellence across the Public Service of Malta. This recognition marks a significant milestone for the Directorate, building on the achievement of the Public Service Quality Label in 2023 and reflecting its sustained commitment to delivering high standards of service in customer care.
The Entitlement Unit is responsible for managing healthcare entitlements in line with national legislation and EU regulations. It issues key documents such as the European Health Insurance Card (EHIC), as well as S1 and S2 forms, while also providing direct support to clients through email, telephone and in-person services. The Directorate places strong emphasis on accessibility, timeliness and accuracy, supported by continuous monitoring of client interactions and internal processes to ensure consistent service delivery.
The Directorate is proud to have received this recognition, reflecting what can be described as a “best of the best” level of achievement in customer care. This recognition further strengthens the Directorate’s position as a key contributor to high-quality service delivery within the Public Service and adds to its existing certifications, including the ISO 27001 certification and the NCPE Equality Mark, which collectively support its commitment to delivering reliable, client-centred services and fostering a culture of excellence.
